RESIDENTIAL PARKING
The Fareham Town Centre Residential Parking Review is now complete and following a two-stage consultation exercise with residents in the affected streets the parking and policy proposals put forward by the Planning and Transportation Policy Development and Review Panel have been accepted by the Council's Executive.
As a result Traffic Regulation Orders will come into effect on 1 September 2010 which will see "No Waiting" Mon - Sat between 10.00am - 12noon and 2.00pm - 4.00pm in Radclyffe Road, Delme Drive, East Hill Close and Waterside Gardens.
From the same date resident's and visitors permits will be required for parking between 8.00am - 6.00pm Mon - Sat in North Wallington (Cob & Pen to Drift Road) and Wallington Shore Road. Each household will be allowed 2 permits at £40 each and there will be provision for visitor's permits. A weight limit of 2 tonnes is imposed on vehicles using the scheme.

Environment Agency/Defra Grant for household-level flood mitigation:
As reported in the OIAW we have been successful in obtaining a Government Grant for Household-level flood mitigation submitted on our behalf by Fareham Borough Council Engineering and Transportation department.
The purpose of the Government scheme is to promote the use of individual flood protection and resilience measures ‘where flooding occurs frequently and other flood management solutions are not economically, environmentally or technically viable’.
The type of work which it will fund for the most vulnerable properties will include the fitting of non-return valves in waste pipes and outlets, water resistant external doors, raised electrical sockets, airbrick covers and so on.
£162,450 is the confirmed total and though this is less than had been asked for it must still be considered something of a triumph considering the number of other applications that we were up against nationally. The total available was only £2.5M and all the unsuccessful bids of the previous round of funding were automatically re-entered in this round.
Fareham Borough Council will carry out the implementation stage and their brief is to ‘engage with the local community’ and then commission surveys.

Work will continue to secure long-term village-level flood prevention measures and a number of other initiatives are being pursued.
NB. A Public Engagement Event is to be held on Friday 23 July between 5.00pm and 8.00pm in the Village Hall when the 100 or so homes who come within the scope of the scheme can meet Fareham Borough Council representatives to discuss proposals for its administration.
ANNUAL VILLAGE FORUM
About 50 members attended the forum which was chaired by David Walton, WVCA and included panellists Richard Hudson, a consultant working on the Town Centre Parking Review for Fareham Borough Council, PC Tim Young, the Hants Constabulary representative and Councillor Katrina Trott the ward councillor.
Richard Hudson summarised the proposals and results of consultations arising out of Fareham Borough Council's Residential Parking Review (see above) and took questions from the floor. WVCA expressed concern that some residents had not taken up the opportunity provided by the extensive consultation exercises and may be dissatisfied with the outcome.
Pc Tim Young explained that because of fewer staff being available some restructering of Safer Neighbourhood Teams has been necessary. Whilst Wallington had been separated from the very busy Town Centre team its inclusion with Portchester has seen an increase in the number of officers covering the area. A sergeant, 3 officers and 4 community support officers have been assigned to this team. Wallington already has a low incidence of crime. Questions were raised from the floor and dealt with.
In the "Open Forum" session questions were raised about the dangers of crossing the motorway slip road at Delme, difficulties in exiting on to the Delme roundabout, the natural spring flooding "Ellis" path, development of the Tesco and Debenhams sites and the Quay Street roundabout.
WVCA undertook to consider actions on provision of additional grit bins, making a microphone available for general meetings, providing a mirror at the Riverside/North Wallington junction, agreeing a policy to deal with poaching from the river and a pedestrian refuge at the junction of Broadcut/The Gardens leading to the Sainsbury's store.
